For some of my products commas are an important part of the product descriptions. I found most phrases in the keyword suggestion tool substituted the comma by the empty space character, and I cannot upload keywords with commas in their text via adwords editor.

I suspect commas are an important delimiter/escape-character in the way keyword-data is stored in googles data-centers, so that there is no hope this will ever change.

1) Are these omitted commas sufficiently rearranged in the search-evaluation algorithms? I doubt so, because in my account those keywords don't seem to perform as well as they are supposed to.

2) What is the recommended way to cope with this? Substitution by the utf-8-sequence "%2c" did not work either?

I had the same problem, with a small variation. I dont use commas in keywords, but in the titles of my adgroups. Either way, its the same issue when it comes to posting in Editor. Anyways, I cut and past from excel, and by default the paste uses tab-delim to separate the columns. So, with a comma in my adgroup name, I hit next, and the editor program did not interperet the comma as starting a new column, but left it in the "ad group #" field. That was a good sign, so I hit next and all was still good. I closed out, posted the changes and...... It worked! Hooray!
