Competitior is sending traffic to different address than shown

I recently went through the process of getting Adwords certified, and one of the things I learned was that it is against Adwords policy to send people to a different web address than the one shown on the ad.

You can see what I am talking about when you search "<example snipped>".

The very first ad that comes up goes straight to Example.com even though it shows Different-Example.com as their website.

I tried reporting it through my own Adwords account a couple of weeks ago and they never did anything. Is there a better way to report this that will improve the chances of something being done?

Also, why isn't there some sort of default check that requires you to send traffic to the same parent domain as the one shown in the ad if this is an enforced policy?

This is quoted directly from the Adwords Learning Center Link Policy Lesson:

"Incorrect:
Destination URL: [amazon.com...]
Display URL: bigbookstore.com

The display URL bigbookstore.com does not accurately represent the site to which the user will be taken, which is a page within the amazon.com domain. This is improper use of the display URL. An ad with this display URL would not be approved."

report it to adwords support? (through chat)
one day i have to spend about 6 hours reporting and finding some of my competitors (up to 50) for using unsecure forms and fake display url's

im just too busy
been on my todo list for way too long
