Poor conversions or click fraud?

I have my Adwords campaign split up by country and I am receiving very different conversion rates for the different countries. The conversion rates in some countries seem so low that I suspect click fraud.

My advertising is related to hotels and the definition of a conversion is just that the person did a search on our site for a hotel. You would think that a large number of people clicking on an ad for a hotel would then at least go on to do a search. This doesn't happen all the time even for the best countries.

The conversion rates between some markets varies greatly to the point I think it could be click fraud.

USA 22% (only four clickthroughs - looks like fraud)
Canada 25% (only two - looks like fraud)
Australia 58% (we have an AU domain)
UK 56%

Only 25% of visitors actually performing a hotel search is not uncommon. its about right.

I know it sounds crazy but in our exoperience if people are searching for specific hotels in a search engine they are usually looking for info/photos/directions etc not to book !
