Locating Google "Starter" Advertisers

I did a search for a few different keywords in the UK & US

EG:
[google.co.uk...]

Gives 1-100 of about 790 results

[google.com...]

Gives 1-100 of about 118,039 results

Am I right in thinking that the advertisers at the bottom of the listing are smaller advertisers probably using starter account and with a very low daily budget?

The people starting out are using general two-word keywords instead of targeting more specific stuff. To me, unless you're a comparison shopping site spending money on such broad keywords is a waste of money.

Start targeting the more specific stuff - use the keyword tool with google, see what 3 and 4 word phrases get the most traffic, and build from there.
