Who pays for an Adwords Expert?

I've never tried any Adwords advertising so I need some advice here.

A client called me today and told me that he had been approached by a company here in Australia that was offering to run an extensive Adwords campaign for him. The caller claimed that all my client would have to pay was the cost of the actual advertising because the company's fees would be paid by Google.

I've never heard of anything like that before so both my client and I would like to know if it is a genuine offer. I understand that it certainly doesn't happen that way in the US but it possibly is something that Google offers in other parts of the world. Is that really the case?

It's not unlikely that the caller might be paid by Google. As far as I know, the local Google in my place pays its certified agents (or distributors) 30% of the actual expense of Adwords advertisers.

Here in the UK (Don't know about elsewhere) google offers best practice funding to agencies, which can cover the agencies management costs. However this will end in December (again I don't know about outside of the UK) so make sure you check if this is the case in your country too.
