placement targeting - how narrow can you target?

I know that you can easily target specific parts of a website by directory.

However, let's say I want to target a specific part of a forum whose URL looks like this:

specific forum: www.example.com/viewforum.php?f=2

a post within that forum: www.example.com/viewforum.php?f=2&t=80000

So is there anyway I can
1) target it so that my ads appear on that specific part of the forum
2) target it so that my ads appear on all posts within that specific part of the forum?

I think you can only do that if the publisher has created a placement channel or channels for those specific spots.

Maybe you could use an adgroup with both placements and keywords. So placement being the target site / directory and then choose keywords that are very specific to the forum post you want your ads to show up next to.

Not sure if it will give you too much unwanted traffic from other forum pages though.
