Hyphenated (-) Keywords

Are hyphenated and non-hyphenated keywords considered similar?

I have seen this strange issue. I have targeted two keywords, both in phrase match type and in the same ad group, say "blue-widget" and "blue widget". When I checked whether the ads are showing or not, I found the "blue-widget" keyword says

"in this diagnosis the search "blue-widget" did not trigger this keyword. However, another keyword in this ad group ( "blue widget" ) is triggered by this search."

However, the "blue widget" keyword diagnosis says -

"No - Although your ad is showing, its rank is not high enough to place it on the first page of search results."

The recommendations say -
Estimated bid to show on the first page:$0.15 Based on the quality score below
Your bid:$0.75 Max CPC
where my QS is 7/10 and Keyword Relevance, Landing Page and Landing Page Load Time says No Problems Found.

Now, is it that the hyphen is ignored as a general rule and both the keywords are considered as same, or am I missing out something. Because I guess in phrase match a hyphenated and non-hyphenated keyword should ideally be distinguished and not taken as same.

Please help.

yes..the hyphen is ignored!
