Does a new ad always start from scratch in term of QS

If you create an ad that is very similar or even exactly the same as already running ads, would that new ad get an initial QS based on the already running ads, or does a new ad always start from scratch on the quality score?

I believe the new ad will start with new QS but it will be affected by QS and history of the adgroup and keywords. So the new ad will have some QS.
