I added some 60 sites using the "list url" option of the placement tool to check if these sites are available for targeting...the tool says some 42 of them aren't.

Now when I add any one of these "unavailable for placement" sites, one at a time, the tool finds it as "available" for targeting. Whats happening here?

I have a list of over 500 sites. I need to check if they are available for targeting...so I can't be checking one at a time! How do I go about it and whats the issue with the tool?

On many other ocassions, I've noticed that though you may see Google ads on some sites, the tool suggests that these aren't available for targeting. And I don't believe that Google might be just "testing" these sites and hence they aren't added to the tool. Had spoken to a Google rep (on chat) about this...not really helpful.
Tried the same sites logging in from different accounts...did not help!

So how helpful is this tool anyway? And should I be adding such sites (where I can see Google ads but are disallowed by the tool) to a site targeted campaign?

I've come across this glitch as well, but unlike you I did not have over 500 sites to add to the list so I never pushed to get an answer from Google.

I would suggest trying to reach another rep since they are not all as knowledgeable as they should be and ask them to do the work for you either they will, or you just gave them a reason to answer your question to get out of having to do extra work.

Sometimes don't you wish you could just speak to the engineering team directly?

I actually go through google site by site depending on which keywords or phrases i want to target the most. There are plenty of websites out there that don't even show up on the placement tool, and I receive plenty of conversions from those sites after adding them manually.
