Linking to sites with low quality score

Does anyone know if linking to a site that has low quality score decreases the QS of the site from which I'm linking?

you are in the gary area between seo and sem. in the sem view, your LP must be very relevant to the KWs and the ad copy. So if you have some unrelated links on the LP, it does not help. get rid of it. But if the outbound links are relevant to your LP and KW, I would keep them - assuming they are non-paid ads.

You can also put ano follow on the link to make sure you are telling google you do not want to pass any link juice...
