Google AdWords - Question about Keywords

I've setup a Google Adwords (Standard) campaign. I have this targeting a specific region. When setting up my keywords, I read something that said if you're targeting a specific area, then you don't need to include location information in your keywords because Google will already be targeting that area. However, according to the Ad Diagnostic tool, my ad is not showing up under the following conditions:

- I have a keyword phrase like "foo bar"
- I am targeting Anytown, USA
- If I test "foo bar", my ad is shown.
- If I test "foo bar anytown usa", it says my ad is not shown

Is this because "foo bar" is configured as a Phrase vs. Broad? Do I need to change my phrases to broad, and if so, what other consequences might there be? Alternatively, do I have to add copies of all my keywords with "anytown usa" appended to each of them?

If I chose broad matching with:
foo bar anytown usa

I'm assuming that will match:
foo bar anytown usa
anytown usa foo bar

Is that correct? Would it also match partials like:
foo bar

You're probably going to have to test it to be sure. It should definitely match

foo bar anytown usa
anytown usa foo bar

in most cases. Whether or not it matches foo bar probably depends on the geo targeting on your region, but if the search is coming from the region, it should match it.

Google keeps telling me that one doesn't need to run multiple match types in an ad group - I should just run broad match. Well I beg to differ on that. So I run all three - but at different costs. Then after they've run a big, I can take a look at what's getting clicks, what's converting, and in the case of the broad match, what type of search queries it's coming up for (with the Search Query report and my Analytics filter)

At that point, if I want to, I can decide whether I want to keep one, two or all three match types going.
