language targeting

a basic question...if i target only "english" language, a person searching on google.fr won't see my ads (assuming his language interface is the default one - french)..is tht right? is this how language targeting works?
If yes, from your EXPERIENCE, what are the pros and cons of targeting "all languages" and not just "english" although my ads, keywords are in english?

JMO, say you are in the USA, many people who came to the USA from other countries have their O/S set for the language of their homeland.

They may still read the majority of pages they visit in English, but if they want to send an email home or read sites in their native language, they'll want to be able to see non-English characters, usually by toggling a shortcut on the desktop.

In fact Asian and Greek friends who have lived in the USA for decades showed me how they have these different language sets set to non-English even as they read pages in English.

Do you want to lose those visitors?

I believe Google frowns on the practice of advertisers setting AdWords for languages their sites don't support, but it may not be enforced.

I tried to eliminate one language from my list that always read "All lanaguages" and now I'm unable to put it back. Anyone else experience that.

and does it have a detrimental affect on the conversion rate, ctr?

We get many guests from Scandinavian & other European countries. I know that most of these people speak English enough to understand our offer. I include their languages in my AdWords selections however the ads are in English.

location and language are separate settings, so if you set your language to french but not select france as lcoation, you can get traffic from russia.
