domains or just account holder, or both?

From an earlier thread, Adwords advisor wrote the below from the following question:

"Q: >>Is google's adwords ban is for the account or for the domain?

AWA writes>> Knowing nothing about your account or your particular situation, I will answer this question in general terms: We shut down the accounts of advertisers who persist in not honoring the AdWords Terms and Conditions - and who may well negatively impact other advertisers, Google users, and Google itself.

As someone I know got banned recently, does anyone have any experience/evidence whether the ban is simply on the user, the domains involved, or both?

Both, To do a "go around" you need a new account,(user)who could be a friend, relative, etc. and a brand new domain name. I would also re-work the site a bit, change the look, the ads and some of the keywords and some of the content.
I have never done it myself but this is what the big kids tell me...KF

Sure about the URL there KF? If this was the case, people would be submitting their competitors URL's and purposely getting them banned, then setting up a new account with no competition :).

E/3 Not sure I understand the question. How can you submit a URL owned and used by some one else? You would be banned again, not the legal owner of the URL...KF

Very easy to do. Lets say I owned blue widget, my competitors owned green widgets and brown widgets. I run a campaign for all three knowing that the URL's will get banned. All 3 show completely different whois info ( and my whois doesn't show account holder info, common practice in competitive areas) and voila, my compeitors are out, and now I start up a new campaign with my purple widgets site.

Seems pretty easy to if you wanted to get your competitors banned from adwords, if as you say, they ban URL's as well as account holder. Pay for a few clicks and then they are.

Another scenario, let's say an "adwords specialist" has 20 clients they are managing campaigns for , and now they are banned. Do you mean to tell me that all 20 cleients who have worked hard for 4 years on their URL's/sites are now banned forever because some lame "specialist" got someone else's URL banned and now the rest are permanently banned. I can't see that happening.

E/3 This will teach me to never post to a thread that I dont know ALL about.

or they just theories?...KF
