for instance "verb in countryname" as a phrase where I like this combination with the word "in" but any combination of verb countryname is something I want to avoid.
so I was thinking of doing a phrase match on "verb in countryname" with a negative broad match on the verb word.
Of course I know to test this - but I can't seem to get
a consistent signal from either the regular AdWords search system or the preview tool.
logging out of AdWords seems to make a difference sometimes but not all the time.
any suggestions? Am I imagining things or do others see this?

here's the widgetized case.
I bid the broad match term "cooking in Toronto" (broad match, not phrase match.)
What I don't want to get is "cooks in Toronto" or "cook in toronto".
so I wish to use the negative broad match -cooks and -cook. This is in theory a way to try to block use of the noun in general cases.
but I am interested in the term "cook fish in toronto" and I bid on the broad phrase "cook fish" to capture the search in the case where the word is used as a verb.
will the negative -cook exclude the searcher if they use the terms I buy as broad match in a phrase -- in this case "cook fish"?
