keywords order in Negative broad-matched keywords

Hello,
I use the matching options with negative keywords too (http://adwords.google.com/support/bin/answer.py?answer=67991&cbid=-1kfo8xfysg4id&src=cb).

I've a question about the most used negative matching option, the broad-match:
Is the keyword order important in multi-words broad-matched negative keywords?
e.g. if I add
-car cat
does it exclude all the keywords containing both words in ANY order? this is not stated into the documentaion.
I'm not sure if the words should be in the same order or not.

I just would avoid to add all the combinations like:
-car cat
-cat car
and so on
