Negligible impressions!

Google "help"..not really helpful!

I have an account which helps people book flight tickets.
Have many keywords like "flights to destination" (eg. flights to chicago")
Recently, to increase traffic, I added a new campaign with keywords on the lines of "flights from source to destination" (eg. flights from new york to chicago), was getting very few impressions, forget clicks!

To make it more generic, I created a new campaign with keywords like "flights from source" (eg. flights from chicago) in broad match type.
Still, negligible impressions (don't understand why!). So, I contacted GOOGLE help and was told that "flights from source" and "flights to destination" may fall in the same category since they are synonymous (bizarre!) and that "flights to destn" keywords that i already had might be eating up the impression share. I was advised to use k/ws in phrase match. Have tried both phrase, exact. Still, negligible impressions.
Am I missing out on something here coz I believe there should be significant amount of searches made on these lines to give me at least 10 impressions!

Please advise!
