Can I report this to Google?

Big box company using KW for widgets they don't offer?

Does this violate the AdWords TOS...

If an advertiser has an ad for KW, lets say just as an example, "laptop computers" and it takes you to a search page with results that only have "desktop computers" and they don't offer laptop computers at all on their site, are they still allowed to use an ad with that KW?

Just curious.

they will probably get a low quality score due to irrelevance and will have to bid higher than usual, but yes you can bid on apples and set the destination url to the oranges page if you like.

You could also report this to big box company itself posing as a customer who clicked on the ad but did not find any laptop computer on the site. If they notice that they are advertising for the wrong keyword, it might be in their interest to stop that.

or they are using broad match for some keywords and Google's own system has decided to show their ad for that keyword.
