how to participate in referral program?

I don't see a link in my adwords management area anywhere that shows where I can start a referral advertising campaign.

Is it not available to everyone?
What do I need to do to participate?

Yes, I want to start a pay per action campaign.

Via the support question I finally got an answer that said after I have 500 conversions in one month using conversion tracking the pay per action section automatically becomes active.

So today I've been trying to implement adwords conversion tracking onto a wordpress page but have had zero luck.

I also searched the web for info on how to use conversion tracking with wordpress but no luck...

Google discontinued the PPA beta about 2 months ago. They did purchase DoubleClick so new options will be coming. Here is some details on Google's PPA and what is currently available - [adwords.google.com...]

Alternatively, you could investigate other affiliate networks.
