Quality Score no longer the same for different match types?

At [adwords.google.com...] it says:

Quality Score for minimum CPC bids: If you were to add the same keyword three times to your ad group, each with a different match type, they would all have the same Quality Score. This means that identical keywords in your ad group will have the same minimum CPC bids, regardless of their match types. Note that it may take several hours for the system to update and synchronize the minimum CPC bids.

However, based on what I have observed recently this is no longer the case. I have lots of keywords where the minimum bids are not identical for all three match types of the keyword, and they have been that way since at least last week.

For example:
blue widgets -- Minimum bid: $0.20
"blue widgets" -- Minimum bid: $0.15
[blue widgets] -- Minimum bid: $0.15

AdWordsAdvisor, can you confirm whether or not Google has changed this aspect of the Quality Score?

Hi Rehan,

I'll do some digging - but before I do, could you please first confirm that in the example you have given you are quoting min bids for all three keywords as seen in the same ad group?

Yes, same ad group and all keywords are active.

Rehan, I wanted you to know that I have not forgotten about this.

Basically, I am still working to track down my 'expert of experts' contact for this sort of question, but at a time when they are traveling.

I'll keep at it. Bottom line, what you report is not what I'd expect - and I may end up asking you to sticky me details if you are comfortable with that, once I get in touch with the right folks.

Just some other info that may help:
In all cases where I see the min bid out of sync, it's the value for the broad match type that is different from the others. I've not noticed any cases where the phrase match min bid differs from the exact match min bid.

(Because I use broad match quite rarely, this is not an urgent or high priority issue for me. So don't go out of your way too much to chase it down.)

Hi Rehan,

I finally tracked down my 'consulting expert', and it is just as I suspected it would be. ;)

He'd like to take a look at the actual account in order to troubleshoot from an actual example.

Though it is most often off, I have turned my sticky mail 'on'. If you wish, please feel free to sticky me the account info, and any background info that you care to include - but certainly including the campaign, ad group, and keywords involved.

You may have seen me post before that I make a point of not knowing who WebmasterWorld members are, nor anything at all about their actual AdWords accounts. This is absolutely true - and if you decide to sticky me, I will simply copy/paste your info into an email to my colleague without reading it.

I'll leave my sticky 'on' over the weekend to give you a chance to see this and reply - if you care to pursue it. If not, that is perfectly fine as well. :)
