The effect the google partner sites has on ranking

Hi there... I'm using adwords to sell accomodation and my keyword ranking is poor. I have a good budget and relative keywords. The Impressions are very high with the google partner sites and the clicks are low, this would create a poor ad ranking right?

What would be the suggested thing to do?

You could improve your ad titles and descripions to feature the keywords you are targeting. You can tighten up ad groups so that they only have a few very specific keywords. You could use dynamic keyword insertion (DKI) for ad titles and descriptions.
