International Ads--How to set up

Just target other countries in existing ad groups or set up new campaigns?

We'd like to test the international waters for a few of our current Google adgroups and am wondering the best way to proceed.

Obviously, I realize that I can just target additional countries in my current campaign, but I'm wondering if that's the best solution. Here are my questions. Thanks in advance for any help!
--Since there are fewer competitors playing in the (example) Canadian market for certain keywords, can't I assume the CPC will be lower? If I just target Canada in my current campaign, won't I be paying the higher US CPC?
--If I just add Canada as a target location in an existing account, is there any way to tell how well the keyword is performing just in Cananda versus in the US?
--If I set up a whole new "Canada"-widgets campaign within my current account, will I lose the benefit of the history that my current US campaign has gained? Does this even matter?

Take the country you want to isolate and start a group for just it... then go to the old group and take the country out of the list that gets ads... thus you have them separated and can see how the numbers are working
