even if my avg ad position is less than 9 or 8. i had chat with google online help and they told that our engineer will fix the problem but no improvement in last 3 days.
i m getting impression but no clicks are there on my ads. i have changed my bidding option from budget optimizer to set maximum limit. but no improvement is there. i have sound knowledge on keyword research and on site optimization.
looking for some suggestion or help

Then, pause your campaign for a minute or so, and then resume it. Leave it for 10 minutes or more and then use Google AdWords ad preview tool [adwords.google.com] to see if your ad is showing. Since you are receiving impressions you should see it, if not on first, then on second or other search result page.
In a case you see it on the first page, each time after you refresh you ad preview tool, simply wait to see if you will receive any clicks.
In a case you see it on a second or lower page, try increasing your bids just so you go higher to see if you would receive any clicks (sooner).
If you are not able to locate your ad with Google AdWords preview tool on any page, then there may be some technical problem.
With Google AdWords ad preview tool, be sure you set it with country/language/Google_domain settings that match your campaign’s settings.
One thing before you change your budget is to go to reports and pick the one that shows “impression share”, including all related measures. That kind of report will show you how much of impression share you’ve lost, if any. It will also tell you if the loss was budget related.
The keyword status is called "suspended"
In short, this means that there is not enough traffic in the entire Network for the keyword to trigger. The traffic is simply not there for the keyword to show. I have talked to a few people about this, it is very unlikely that the keyword would be placed back to be bid on, UNLESS, over an unknown period of time, that keyword begins to get larger amounts of search traffic.
Poor excuse, but the reason I got is that "there is not enough room on Google's servers to host unused/searched keywords" LOL. I think they have some room?
