Does it make any difference if you have an older AdWords account vs. opening a new one? Would it make any sense to try to buy an old account?

larby, Google gives out accounts for free to anyone who uses them legitimately.

I guess the question is whether an old account i.e. with good history is more better than a new account.

Many people say that an account with history helps in terms of quality score bids etc. I dont have any first hand experience to comment on this. On the other hand what are the chances anyone would sell / pass on their old adwords account if it has good history? I think chances are very slim. IMHO it would be better ROI to open a new account & invest time in learning to run PPC effectively than to go looking for an old account with good history.
