Keyword Order

Here's something I've not been able to find a definitive answer on:

Does keyword order matter?

For example, does the system see "cctv camera system" differently than "cctv system camera"?

For which match type?

[cws42680]

Phrase match.

[netmeg]

Then yes, it most certainly matters.

If you do a phrase match on "red shoes" you are not going to show up for "shoes red", not the way I understand it.
