Here's the problem: I'm getting as much traffic as a turtle track meet.

When I got these campaigns, they were originally set to

Set optimize ads more often...Accelerated Ads...and Content search...Indefinitely runs with a US search

The keywords were well over a hundred or so. The daily budget was $100 a day, with bids at $10 at most a click.

With this set up, starting about the 20th of September till now, they were getting a total of 7 clicks from Google.

I come in, set the ad frequency to Rotate evenly, with a Standard instead of Accelerated pace. I undo content search and left it at indefinitely running.

I disabled the original account and made another account with pretty much the same keywords, but all of them with exact and phrase match counterparts. I've upped the bids to $20 and even $40 and even the campaign budget is raised from $150 to $250.

As far as the keywords, not only have I gotten them from Digital point, I've resorted to paying for Spyfu and KeyCompete and I got head and tail keywords in the Google campaign. I understand that sometimes tail keywords are low traffic, but I would've thought that I would get SOMETHING.

What am I doing wrong? Does anybody have any suggestions?

I put the same keywords in Yahoo, and I'm at least getting 8 to 13 hits a day and steadily grew to 16 today.

the old campaign will impact the new one - you need to set up a new account to avoid the association

When you say association, do you mean the same credit card number (which is not the case here), or the same websites (which IS the case here)?
