Shifts may also be due to frustration with the Orwellian-named so-called "smart pricing" which has inspired publishers like me to monetize some of their traffic elsewhere.
i'd understood (incorrectly) the first post to ask about less content targeted ads, not less content inventory from publishers.
my revised post reflects that new understanding, not the sleepy original edition.
but i don't know why content impressions has decreased in like 40% which is a lot
Over what period of time?
When I notice that content impressions are down, I start running site placement reports, to determine if it can be pinpointed to any one or group of sites. Lots of things can happen. A site that was giving you lots of impressions maybe have gotten shaken up in the SERPS, and they aren't getting as many impressions as they used to. Some site or sites may have blocked your ads from showing on their site. More competition for the same space. You have to run a lot of reports and start narrowing things down.

Netmeg, thanks for responding.
I've noticed this impressions decrease since 9/18, i have no idea but this has decreased strongly. I understand all causes you've posted there, but that can't justify a 40% decrease in an over 600k/day impressions account, don't you think?. I've tried already site targeted campaigns, but they were not as effective because the CPM i had to pay was more expensive than the one in contextual advertising.

Absolutely it can. I've seen it as recently as last week. Run the site placement reports, and find out where your ads are running. If you noticed first noticed it on 9/18, then run one for 9/17 and one for 9/25. (I only recently found you apparently have to wait two days before you can run a site placement report) If you don't want to deal with thousands of rows of data, filter out all sites with less than 500 impressions or so. Then take your top sites for both days and compare them.
If you find that most of your impressions are coming from one or two sites, that should send up kind of a caution flag, because you don't want to be too dependent on any one site for your traffic and revenue.
