Who creates adwords campaigns for the big names?

I just caught something interesting on a google search results page. 6 identical ads showing in the right side sponsored listings, identical in every way but the uri.

The title is identical for all six ads including a minor capitalization typo. The descrition identical including a double space in the second line.

The six displayed uri's include eBay, Target, shopzilla and the three leading motorcycle parts retailers.

Is one agency handling accounts for those major players or is it more likely a less than scrupulous advertiser entering a false "displayed" uri? or is everyone in some sectors copying each other for best results? or?

Could it be the same affiliate for each of those retailers?

I also think it's affiliate, adwords is pay by click so it's no matter place more than 1.

(btw, can you give a link, it'svery interest to see this.
