Ad position masked by Google cookies

Logged in or not, Google hides or lowers my ads after it knows who I am.

I want to believe the best about Google, but this particular tactic is at best annoying and at worst deceptive. I have noticed he following for several months:

I am an AdWords advertiser. Once I have logged in to a computer with my Google account, any future search on my keywords shows my ads much further down the page, in some cases off the front page entirely. This occurs even if I am logged out or use the &pw=0 to turn off personalized search. However, if I delete the Google cookies on my computer, my ads return to their "normal" positions.

Naturally, when you see your ads far down, the urge is to increase the bid. I was dumb enough to do this a few times before realizing what was going on. Now I look at the average for yesterday's position instead.

What do you think of this? A cheap way for Google to get more money out of us? Or could there be some other reason?

It's a form of personalization of the ads displayed to users. Besides clearing cookies, you can also use the Ad Preview Tool to see your ads without any changes.

What do you think of this?

As an SEM advertiser, I find it annoying (it helps to think of it as a friendly reminder to clean up your cookies!) and I do worry about the execution... but, beneath it all, it really is quite smart. If a consumer is shying away from certain ads... downgrade how you show them to her... makes sense.
