Is it agragate or down to the ad variation / URL level?

Does the AdWords Optimization option work on the Ad Group, Ad Variation, URL level?

Over time will it serve the best possible Ad Group / Ad Variation for that specific domain/URL?

I've noticed that some Ad Variations of a specific Ad Group perform well, while others do not. I just want to make sure that I don't need to create another Campaign and then exclude the sites that don't perform well.

The optimization goes to the ad group level and will send traffic to the best CTR ad. You can use it to spread the traffic equally if you turn it off.

We are always testing one ad against another and the winner gets 75% and challenger 25%

So we put three of the winner and one of the challenger and have it unoptimized.... each ad gets 25%
