Google CPA ads - not getting it

So I'm playing around with some CPA ads in AdWords and I have to admit I'm confused. I see how to create actions, and I see how to create ads, but I'm not seeing how the two get linked up. There doesn't seem to be any way to specify that a certain action goes with a certain ad.

Now, when there's a particular conversion action that happens on a certain ad, the system can obviously link them up, but prior to the first conversion happening, how does the system know what goes with what, in order to present it to publishers?

Since you have to create a separate campaign using the "Create new pay-per-action campaign" the linking of the conversions & ads is done at the campaign level. CPA conversions are only tracked & charged for at that level for those specific campaigns.

I remember making a list of keywords for a particular ad. Publishers who are looking for CPA ads to place on their site find your stuff with the keyword list you made.

So, once you create an ad, include your keywords (i think 20 is the limit), and establish an action. That's all you need to do...it's up to the publisher to find you and use your ads.

Those of you who are interested in this might get some helpful hints by going over to the AdSense forum and seeing what people over there are saying about the CPA ads, and why they are or are not choosing to run them on their sites.

I'm not seeing that either. I've got 3 campaigns, and 3 actions, which I can manage by clicking on the "Manage Actions" link. I don't see any place that particular actions get linked with particular campaigns. The new-campaign setup process does not prompt for creating an action.
