negative does not work at all!

I went through my logfile and added thousands of negative keywords last two month. But when I tried out the new "search query report" for this month, those search terms should be negative are still there clicking on my ad!

G should refund for those clicks!

Take it up with Google. If you added them to your account, it'll show in your account history, and if you run inquiry reports that show that you got clicks on negative search terms, you can show them that that you were erroneously charged.
