Varying degrees of greatness?

Do we think that there are varying degrees of greatness, okayness and poorness? Meaning, once your QS reads "great" is there any point in continuing to try to improve the landing page quality as far as AdWords is concerned? Will you be able to buy traffic even cheaper? I'm wondering if there is a percentage value tied into the English equivalent..

80% - 100% relevant = great
50% - 79% relevant = ok
20% - 49% relevant = poor
0% - 19% relevant = very poor

So basically your QS could read "great" but in fact you're only scoring 83%..

There has to be varying degrees, otherwise my keywords marked as GREAT wouldn't be bouncing around between .02 and .05 minimum bid ten times a day.
