Broad Match not working

Ok I have done a lot of reading on PPC and have tried to set up my account the right way. I set up one campaign. I put the root phrases in one ad group. Set them all to broad match. I then set up the same phrases as Negative Exact. I then set up another ad group in the same campaign with those same terms set to exact. I am seeing some very weird behavior. I can type "root phrase asdfasdf" and I show up. I type in the same thing but put in a random word like notepad and it works as well. Now if I put in a term that makes since with my niche it does not come up. If I expand it out I don't show up and there are only 2 adwords ads. This is a very competitive area where the bids are $15 and up. If I type in the root money phrase there are pages and pages of results.

Thank you very much that is very helpful. What I have started doing is creating new ad groups that take the broad match up to 3 words. I am dominating any search with any combination of those 3 words. I am also paying a lot less. It really helps to take it up to 3 words.
