Question #2: possibly. When the gift card runs out (and if it hasn't been recharged) Google will put the account on hold until a new credit card is added (or the existing one is recharged). At that time, your client will have an outstanding balance with Google. You can view other threads with theories as to what affect (if any) that has on your client's relationship with Google.
Tell your client in no uncertain terms that trying to cheat Google is NOT something he/she wants to try. A short-term benefit, no matter how great, will not offset a potential lifetime ban.
And if your client has no problems trying to cheat Google, what does this say about the relationship with you?

Just to clarify, see this thread [webmasterworld.com], I asked the adSense team about multiple accounts with the same payment method. They don't care where the money comes from. What they *do* care about is if those multiple accounts serve the same website or the same keywords. But if you have multiple accounts for different unrelated websites, there should be no problem paying with the same credit card.

Gee silly me who always expects the best of humanity and assumed "vouchers" would be obtained by legitimate means. Never having had a "voucher" I wouldn't know by the post that this rule even exists.
