Specificity of Keywords

What rules, specificity or CPC?

I’m just at the point of starting an Adwords campaign and have a question concerning the specificity of keywords. How does it work when a search query calls for one of my keywords that is covered both generally and specifically? For instance, a query is done for BIG GREEN WIDGET, and I have in my campaign the keyword phrases GREEN WIDGET and BIG GREEN WIDGET, but with different CPC’s. Which one gets used? The more specific keyword phrase or the one that would result in a higher position? Any ideas? Thanks.

The one that would rank higher, which is the very likely to be the one that is more specific.
