Does Pausing "Reset" Content Match

I run a campaign getting traffic almost exclusively from Content Network.

The client paused the campaign a couple days ago, for just a day, and the conversion costs now are double what they were the same period last week.

Assuming all other factors are static, does pausing a Campaign cause Content Network ads to start from scratch so to speak?

Or should things go right back the way they were when the Campaign is resumed?

Same experience here.
It seems seveal days needed to catch up previous performance.
