regional keywords one shows others don't

I have an Adwords account and it is assocated with my region. I have a bunch of keywords, one works, meaning my add shows up on the right, the others don't. Now sometimes there are other ads that show up and i guess they are paying more or are more popular, but even when i click to end of those I don't see mine. Also, when I used the Google Tool to test my keywords it says, computer is outsid of region, well, why would one of them work always? - thanks, glenn

Adwords regional setting ads will still compete with national ads that are displaying, so that's why you are seeing some of the ads consistent.
The best way to do a regional campaign is to have two campaigns: one national campaign with regional names in the title or description lines, with plenty of national-related negative keywords (like other city or region names), and 2) a regional campaign that focuses on your local area.
