i'm in a super competitive market and i'm finally getting OK quality on my keywords, whereas I was nowhere before. i changed a couple other things as well but i'm sure this had the biggest impact.
what exactly did you have in mind by "dynamic site" and mean by "can google read the page"? in my setup, there is no way to tell it is a dynamic page once it has been rendered.

I'm thinking about several models on the page that change to match to match the keyword and the geography. If someone from LA searched red widgets, the healdine might read "Best Red Widgets in LA". Then a text box would specifically discuss red widgets in LA.
Alls this would be pulled from a database that would allow infinate combinations:
Let's say 100 locations, 100 colors, 20 adgroups - the possibilities"
100 * 100 * 20 = 200,000.
How can I make it so their are no QS problems given that the page doesn't exist yet until a command is made to pull all the elements together?

as far as i can tell, google will assess the keyword QS by calling up the destination url for that keyword in your adwords account. so whatever the format of that url, as long as it serves up the page you are intending, there should be no problem.
i don't link to all of my "dynamic" pages on the sitemap as it would be stupidly long (same as your scenario) which probably lowers the value of those pages some other way in the overall way google rates my site, but strictly speaking, the QS for your keywords should get the full benefit, imo.
anyone else have experience with this?
