Benefit of creating multiple campaigns for multiple locations?

Is there benefit to creating separate campaigns for each state or locality(even though the Ad groups and ads are identical)? I was thinking that my offers may convert better in some states than others. If that is true then if I lump them all together in one National campaign, then the lower converting states would hurt the higher ones in terms of placement, CPC, etc...

I'm not sure on region/state specific ads, but I guess it could work the same as separating out countries. IE your CPC may be lower in some areas than others - resulting in a lower ROI. It also means your ad texts can be finely tuned to the specific areas you are targetting - which could result in increase QS and lower CPC. I guess it is worth running an experiment on this one - but don't disable your original campaigns/adgroups as you may lose any QS you have.
