An AdWords Ad With No Title

How can this happen?

I have no idea how this is possible, but there is an ad that does not have a title, and is therefore not clickable.

It is from a USA search for:
kaplan

This is also odd: if I look at [google.com...] in Firefox it's always (ie, after several refreshes) the ad that you mentioned with no title, but if I go to the same URL in Internet Explorer it's always a different ad that has a title. And there's an eBay ad shown when viewing it in IE, but not in FF. Weird.
