2. Does the keyword's CTR at Googles partner search sites count? (I know content sites don't count)

If the Max. CPCs for this keyword in all campaigns are the same, its ad-position ranking should be identical. However, the ad position will be different for each target country. For example,
keyword: blue widget
ad-position ranking = 2.50
Campaign 1: Country US -> ad position = 20
Campaign 2: Country Canada -> ad position = 3
Campaign 3: Countries UK, AU -> Ad-position = 10 for UK and 1 for AU.
In this case, I prefer to increase my Max. CPC for this keyword in Campaign 1 to get higher ad-position ranking so that my ad position in US market will jump from 20 to about 3-5 range if my ROI is allowed me to do so.

I'm about 95% sure that the keyword's CTR isn't seperated out by country or regional targeting, it's a combination of the keyword everywhere it appears in your account - but AWA can answer this one quickly.
Yep, that is an interesting question.
Here is my educated opinion, at about a 99% certainly level. I'll consult/confirm with some Techsters later, and post again when I know more. So don't quote me when I say:
When the same keyword is used in multiple campaigns (which may be targeted to different countries) the CTR as it pertains to position is the CTR of the keyword in a particular Ad Group, while the CTR that pertains to disabling is measured across all appearances of the keyword in the entire account.
AWR (Now being a bigger risk-taker than usual, since I like to be 100% sure.)
