Quick question about site targeting

Country targeting by visitor or website location?

I can't seem to find the answer to this in adwords help.

When creating a site targeted campaign and selecting United States for geo targeting... does the refer only to the visitor's location or the website location or both?

I'm trying to advertise on a UK site but only show ads to USA vistors.

In general, the location of the geotargeting is based on the location of the surfer's ISP. So if you are selecting a geotarget of the US, you should get (for the most part) US traffic. You'll probably see a lot of traffic from Virginia, that's were AOL ISP runs through. So if I'm in Texas, and use AOL, your logs will show my location as Virginia.
One of my client's focuses strictly on the US, so we use negative keywords in the Adwords campaigns for Canada, UK, etc. :)

Its done by IP address of visitor. Its not exact but its pretty good.

That negative keyword idea seems to be quite good...
