Pausing Site Targeted Ads

So yesterday, I decide to pull my google ads. I learned a long time ago that pausing is a lot better than deleting when you just want to stop. So, I hit pause on a couple of site targeted ad groups... and through my tracking script, I can see that the ads stopped running. This was about 24 hours ago. I go to sleep, wake up.. no impressions, and my tracking script also shows no impressions. All of the sudden about 4 hours ago, these ads start running again. How does a paused ad... that actually was paused become active again? It's still showing "paused" in my adwords account, but I can get on the sites and see my ad displaying.

This is just flat wrong. I have not authorized this campaign to start again. Sure, it's going to be another "glitch" that results in me paying google more than I agreed. They sure never seem to worry about their glitches taking my money.

People keep talking about class action this... class action that against google... just think of all the money they have made over the years from people who have paused campaigns but keep incurring charges after a reasonable period. I understand an hour or two to shut an ad down. What I don't understand is it stopping, then beginning again without my consent.

If so, what did they say?

I'm calling on Mon. I got it to slow down to a crawl by lowering my max CPM to the minimum. Also paused at the campaign level, instead of just all of the individual ad groups. Still seeing a small trickle of impressions, but not near as bad as before.
