First of all, the grammar is a trifle ambiguous. Is it
"If you are an affiliate and are paid to send traffic to ( another site or a distributor )"
or is it
"If you are ( an affiliate and are paid to send traffic to another site ) or a distributor"
[ Presumably the latter ]
Secondly what is meant by distributor? Does it include retailers, for example? [I'm wondering if the UK meaning of distributor is different to the US meaning. In the UK a retailer would never be said to be a distributor (I think!)]
Incidentally the google adwords glossary does not give a definition for either affiliate or distributor.

It is probably the same as standard English. If I am a food supplement distributor, then my ads would say "aff".
The Google Editorial Guidelines state:
"If you are an affiliate and are paid to send traffic to another site or a distributor, you must identify yourself as an affiliate or a distributor in your ad text."
That is pretty clear to me. If I am an affiliate, I know it. If my ad points to a site owned by someone else, I know it. e.g. If I am an eBay affiliate and I show ebay's URL in the display URL field, my ad would contain the string "aff". If I am selling a book about eBay and the display URL points to mydomain.co.uk then I don't need to put any such string, because I am neither an affiliate nor distributor for eBay in that ad.
The problem is that if you are not an affiliate you might have no idea what that is.I think the wording could be improved.

As someone who wrote/edited professionally for a number of years, I am aware that words, while being pretty darn wonderful, can be sort of difficult to put together sometimes!
