Hi Can anyone tell me if I pay CPM when my ads are displayed in content network. I do not have any of Site Target campaign but in report I am shown the average CPM? I can't get it.

You should only be paying CPM for site targeting campaigns. You should only be paying CPC for typical content match distribution.
