Best match or first match at goggle Adwords

Let's say that I have the same key word in 2 campaigns

1)targeting all territories and max bid of 10 cents
2)targeting the us only with max bid of 20 cents

How adwords will work? Will it always use the 20 Cents bid for US users?

What I am seeing is that campaign 1 is sending me more traffic from the US
So I am wondering what the rule is in this case.
