Exact vs. Broad

I have a question for you guys and gals. Does exact search hold more 'weight' than broad. Check out this example and please let me know what you think.

If we have keyword phrase blue widget has a board term and then have [big blue widget] exact..which ad would show if big blue widget was the query.

I'm sure it will come down to ad quality. Just curious as to what everyone thought.
