Actually AdWords can work very well with small budgets.

The trick is to develop a High QS on your Landing Page and you have a low CPC.

Then use long tails and very specific keywords which are extremely pertinent to your Business/landing page. Focus on high quality traffic vis a vis big traffic.

Use negative Keywords to knock off the useless clickers.

Viola! You have good results with a low budget.

Now , all you gotta figure out is, how to get the high QS ;-)

1) Set a daily budget that you consider affordable.

2) Make sure your site (and the target/landing pages in particular) are of good quality, relate to your ads and are of value to anyone who clicks on your ad. Use separate Ads per target page.

3) Select appropriate keywords per Ad/Page. If there are too many, then produce separate pages on sub-topics.

4) Bid low, then increase until you are spending what you feel comfortable with. Monitor spend and performance frequently until you see what is happening.

5) Don't make big decisions on too little data. You should be looking for 100s or preferably 1000s of impressions, at least 10s of clicks and at least a week's data before you can tell anything meaningful. However, if you've spent you daily budget in the first 5 minutes then you're probably bidding far to high (or you're in the wrong business).

Hope this helps.
Good Luck

You already got a lot of useful tips. Only thing I would suggest is that you understand adwords a little before you just right in. The adwords learning center is a great help.
