Is there a one stop switch I need to flip? Or am I forced to go campaign by campaign and paste these in by hand?

you can use the Clean Sweep tool (under negative edit) to grab negs from ad groups to move them to campaign level, but to replicate negs from one campaign to another, it's manual as far as i know.
i think the assumption is that each campaign serves a unique purpose, so it'd likely that your neg list will be different for each one - but i have several cases where i manaully dupe them and they're identical.
