Anyone else have all their campaigns paused; but still have them showing? Are we getting charged for the clicks?

I've seen this a few times... for a few hours after I've paused ads

You will get charged for clicks you receive. When say 'still showing' do you mean you see stats increasing in your google account or you see your ads showing when you search your keywords? What I assume is happening is that since there is a lag in reporting, your account is showing you stats of clicks and impressions that have been accrued, before you paused the campaign.
